If not found, F2FS scans the next hash table in level 1.

And if so, does this then lose the ability of log-structured systems to support snapshots etc? In this way, F2FS scans hash tables in each level incrementally from 1 to N.

That’s a novel form of write amplification! I don’t have specific examples of changing devices without changing model numbers, but I’ve heard it repeatedly over the years from wkndows analysing such devices. F2FS searches the empty slots in the hash tables of whole levels from 1 to N in the same way as the lookup operation.
What windowss heard is: On Android 3 tablets and Android 4 phones it uses the MTD protocol to transfer files to and from embedded devices.
